This technical report presents an international comparison of policies related to aquifer thermal energy storage (ATES), detailing barriers and providing recommendations for enhancing its adoption. The study highlights the potential of ATES as a sustainable solution for heating and cooling, which can significantly reduce greenhouse gas emissions compared to conventional technologies. Despite its advantages, the uptake of ATES remains limited, with most systems concentrated in a few countries. The report documents findings from a survey conducted with experts across 30 countries, revealing disparities in policy support for ATES. It notes that only a third of respondents reported having policies to support ATES, while over half confirmed the existence of relevant laws and regulations. The report outlines ten recommendations aimed at improving ATES policies, focusing on legislative and regulatory frameworks, public awareness, and social engagement. It aims to guide policymakers in leveraging ATES to contribute to energy transitions and decarbonization efforts globally.
