Evidence Trends in ICER's Unsupported Price Increase Reports

This research article presents an analysis of evidence trends in the Institute for Clinical and Economic Review's (ICER) Unsupported Price Increase (UPI) reports published from 2019 to 2022. The objective of the study is to evaluate how ICER appraises evidence submitted by manufacturers and to identify trends in submissions and determinations. The findings indicate that ICER rejected 97% of evidence submitted, with a notable shift in rejection reasons over the years. The analysis reveals that only 3% of evidence was accepted as high-quality, primarily from phase 3 randomized controlled trials. The study also discusses the decline in the number of submissions over time and highlights changes in ICER's methodology and reporting categories. The results suggest that manufacturers have become more selective in their submissions, and the majority of evidence did not meet ICER's review criteria. The research contributes to understanding the evolving landscape of drug pricing evidence assessment.
