This case study outlines the efforts of TETFund, a Nigerian government agency, to enhance access to higher education through the implementation of Blackboard as a learning management system (LMS). TETFund was established to manage funding for tertiary education, directing resources towards infrastructure, instructional materials, and staff development. In 2022, the agency allocated NGN 100 million to invest in educational technology, aiming to improve online learning accessibility for students across Nigeria. The study details the challenges faced due to a growing population and insufficient educational resources. TETFund's partnership with Anthology and the selection of Blackboard were driven by the need for a scalable and effective LMS. The deployment of Blackboard aims to onboard over six million users, enhancing educational opportunities for learners in remote areas and addressing teacher shortages. The case study emphasizes the potential economic benefits of improved education and the commitment of TETFund to leverage technology for educational advancement.
