This case study details the project undertaken by BAI Communications to facilitate the restacking of the national spectrum in Australia, specifically aimed at clearing UHF television services from the Digital Dividend band to enable mobile broadband services. Engaged by the Department of Communications in October 2012, BAI led this significant infrastructure transition, coordinating multiple stakeholders to minimize disruption. The project was completed ahead of schedule and within budget, achieving a perfect safety record with zero lost time due to injuries. Key elements of the project included the establishment of a specialized Program Implementation Manager team, the use of custom-built software for precise execution across 427 transmission sites, and advanced scheduling algorithms that optimized work efficiency. The project received the Project of the Year award from the Project Management Institute in 2015, highlighting BAI's commitment to technical excellence and robust project management. Overall, the initiative not only advanced mobile connectivity but also showcased effective collaboration between public and private sectors.
