This report presents findings from the Preventing and Reducing Homelessness research project, which analyzes incarceration rates among individuals living in supportive housing compared to those experiencing homelessness from 2019 to 2022. The study indicates that individuals in supportive housing consistently had lower incarceration rates than their counterparts identified as experiencing homelessness. In 2022, the incarceration rate for supportive housing residents was 83.7% lower than that of the homeless cohort, with similar trends observed in previous years. The report also notes a general decline in incarceration rates across all populations during the study period, attributed to policies implemented in response to the COVID-19 pandemic. The methodology involved analyzing custody movement data from the Ministry of Public Safety and Solicitor General, focusing on British Columbia residents aged 19-65. Limitations of the study include the inability to establish causal relationships and the influence of external variables on the results.
