This document is a guide that presents the Learning Management Systems Evaluation Rubric developed for assessing the Ministry of Education and Sports (MoES) Learning Management System (LMS) in Uganda. The evaluation aims to determine the impact of the LMS on student learning and support for teachers' professional development. The rubric serves a dual purpose: it evaluates the current e-learning system and provides guidance on the requirements for an ideal LMS aligned with MoES's objectives. The rubric is structured around seven key pillars: functionality for students, functionality for teachers, technical operations, alignment with educational goals, accessibility, data privacy and protection, and content. It incorporates a traffic light scale to gauge the maturity level of each parameter. The methodology includes a comprehensive system walk-through by an expert to gain insights into the operational aspects of various LMS in use, ensuring a thorough evaluation of both the existing LMS and other systems like Edubee, Kolibri, and Moodle.
