This case study details the U.S. Department of the Interior's (DOI) implementation of the SAP S/4HANA platform, marking it as the first federal agency to fully adopt this enterprise resource planning (ERP) tool. The Financial and Business Management System (FBMS) serves as DOI's administrative backbone, utilized by over 14,000 users to process more than 30 million transactions annually. The migration to S/4HANA is a significant undertaking, initiated nearly a decade before SAP's 2027 deadline for phasing out its current platform. The study outlines the challenges faced during the migration, including the need for a new cloud hosting provider and the customization of previous standard functionalities. A hybrid conversion approach was adopted to retain some legacy data while meeting specific conversion requirements. The case study emphasizes the importance of early planning and strategic implementation, positioning DOI as a leader in federal IT modernization and providing a model for other agencies preparing for their own transitions.
