This case study outlines the implementation of Agile methodologies in a project for the Department of Homeland Security (DHS) focusing on the Joint Analysis Center Collaborative Information System (JACCIS). The project faced challenges in meeting user acceptance criteria upon its initial deployment. Critical requirements included 24/7 operational capabilities and effective data fusion for nuclear detection. The solution involved utilizing a tailored Agile methodology, specifically Scrum, to gather user requirements through interviews and rapid prototyping. The proprietary FARM process was employed to enhance project outcomes, leading to significant improvements in user satisfaction and operational efficiency. The case study details the successful transition from a previous contractor to an operational prototype within three months, highlighting cost savings and stakeholder engagement through Agile techniques. The implementation resulted in the delivery of twenty versions of the JACCIS system, migration to the AWS cloud, and achieving Authority to Operate (ATO) status, marking a significant milestone for the DHS.
