AI-Enabled Approval Platform for Infrastructure Projects

This document is a technical report detailing the collaboration between the Federal Ministry of Digitalization and State Modernization (BMDS) and Capgemini to develop an AI-enabled approval platform aimed at accelerating the planning and approval processes for critical infrastructure projects in Germany. The initiative, known as SPARK, seeks to address the challenges posed by lengthy and complex procedures that often exceed legally defined limits. The project involved a modular AI solution designed to assist administrative staff throughout the entire approval process, ensuring transparency, traceability, and scalability. The report outlines the structured approach taken, including a thorough research phase to understand user requirements, the use of agile methodologies, and the emphasis on seamless integration with existing administrative platforms. The results indicate significant improvements in efficiency and a commitment to making the technology available as open-source, thereby enhancing digital sovereignty and fostering future innovations in public administration.
