This case study details the collaboration between Capgemini and HM Revenue & Customs (HMRC) to modernize the UK's trade statistics service. Faced with an aging legacy mainframe system, HMRC engaged Capgemini to leverage its Model Office approach and migrate trade statistics generation to Microsoft Azure. The initiative aimed to create a modernized service that enhances operational efficiency while ensuring the flexibility to adapt to future needs. The project involved a comprehensive discovery process to capture user requirements, resulting in a working prototype developed within two weeks. Active user participation was emphasized throughout the development, leading to a successful transition to the new system. The implementation of low-code/no-code tools facilitated user control over the environment, improving user satisfaction and operational capabilities. The project, delivered over 18 months, showcased a replicable model for future legacy system transformations, enabling HMRC to respond swiftly to policy changes and enhance data analytics capabilities.
