This document is a case study detailing the collaboration between the Driver and Vehicle Standards Agency (DVSA) and Capgemini to transition the DVSA's operational fleet to electric vehicles (EVs) by the end of 2027. The DVSA, which operates a fleet of over 1,200 vehicles, faced challenges due to a lack of data and expertise in achieving a zero-emissions fleet. The project aimed to provide insights into the necessary charging infrastructure, cost implications, and operational impacts of this transition. Key considerations included the total cost of ownership, leasing arrangements, and the integration of EVs without disrupting services. The partners developed a Fleet Transition Insight Tool to evaluate various scenarios, including home charging and charging at DVSA sites. The findings indicated that while EV adoption is feasible, challenges remain, particularly regarding charging infrastructure. The project is expected to contribute to the elimination of approximately 3,694 tonnes of CO2 emissions over five years, with the results being shared with other government departments.
