This report is a response to a request for evidence from the All-Party Parliamentary Group on Youth Employment regarding place-based youth unemployment. It addresses three key questions concerning the issues faced by young people at local levels, effective place-based solutions, and the roles of local and national governments in tackling youth unemployment. The report draws on data from Career Connect teams to analyze the localization of NEET (Not in Education, Employment, or Training) young people, identifying factors that contribute to their clustering in specific areas. It highlights the most disadvantaged groups at risk of being NEET, including those with special educational needs and disabilities (SEND), care leavers, and young mothers. The report outlines successful initiatives for reducing NEET rates, emphasizing the importance of early intervention, sustained support, and strong partnerships among stakeholders. Recommendations for local and national governments focus on investing in targeted interventions and ensuring adequate funding and support for effective practices in addressing youth unemployment.
