This technical report presents the application of the BEAD Scalability Framework to a Low Earth Orbit (LEO) Satellite example. The objective is to assist Service-Based Organizations (SBOs) in evaluating the scalability of broadband solutions for priority projects. The framework consists of four stages: determining network capacity, forecasting future demand, identifying capacity shortfalls, and validating the upgrade strategy. The report details a worked example using H3 Hexagons to model service groups, specifically focusing on a representative hexagon in Lewis County, Kentucky. It outlines the capacity calculations, demand forecasts, and factors influencing scalability, including environmental considerations and RF interference. The analysis indicates a capacity shortfall, necessitating network upgrades to comply with BEAD service obligations.
