This case study outlines the transformation of a legacy computerized test system for a government administrative agency located on the East Coast. The project aimed to replace two interconnected components: the Examiner, which facilitated exam development, and the Test-Taker, which administered exams to candidates. The objective was to enhance flexibility in exam management by consolidating testing centers and integrating with an online exams initiative. Team CGS, in collaboration with a systems integration partner, led the project, proposing a technical solution that included features such as Exam Anywhere and Exam Continuity. The new platform utilized Microsoft technologies and adhered to ADA compliance standards. The modernized system provided several benefits, including enhanced agency performance through improved transparency and security, increased productivity with faster exam turnaround times, and heightened operational efficiency by replacing paper-based processes with digital solutions. This transformation highlights the potential of technology to improve governmental operations.
