This case study outlines the Middle-Mile Project undertaken by Diamond State Networks (DSN) in Arkansas, aimed at providing high-quality broadband to rural communities. The project addresses the challenge of inadequate broadband access in 72 out of 75 counties in Arkansas, impacting around 1.5 million residents. The solution involves the deployment of a scalable Dense Wavelength Division Multiplexing (DWDM) network utilizing Ciena’s technology, which allows for significant capacity growth and reduced operational expenses. The network is designed to enhance competition among Internet Service Providers (ISPs) and improve broadband service availability at lower prices. Additionally, the project aims to centralize content caching, thereby alleviating the burden on individual utility cooperatives. The implementation of this infrastructure is expected to foster economic viability in traditionally underserved areas by improving access to essential services such as healthcare and education. The case study highlights the historical context of rural electrification and the innovative approach taken to bridge the digital divide in Arkansas.
