This report investigates the barriers faced by domestic consumers in changing their energy usage behaviours, particularly in relation to smart time-of-use (ToU) tariffs. The primary aim is to explore the challenges encountered by specific groups, including households with young children, private renters, and those with health-related energy needs. The research employs a two-stage approach, beginning with a Quick Scoping Review of existing evidence, followed by primary research involving qualitative workshops and interviews with 48 participants across England and Wales. Key findings indicate that many consumers are aware of their energy usage but struggle to shift their habits due to various barriers, including financial constraints and lack of access to smart meters. The report also discusses consumer perceptions of future energy flexibility and highlights the need for inclusive policies to support those unable to adapt their energy usage. Recommendations include awareness campaigns and financial incentives to facilitate participation in flexible energy solutions.
