This report is a comprehensive study aimed at understanding consumer needs for support and engagement regarding government strategies to promote the adoption of low carbon technologies. The research employs a three-pronged methodology that includes a rapid desk review of existing advice and support services, in-depth interviews with 15 adopters of low carbon technologies in England and Wales, and four deliberative workshops to gauge consumer expectations and co-create support mechanisms. Findings reveal a significant gap in consumer knowledge about net zero and the necessary changes to homes, with many individuals expressing a desire for a clear government strategy. The study highlights that financial motivations often drive home improvements rather than environmental concerns, and it identifies a need for accessible information on various low carbon solutions. The report emphasizes the importance of a centralized repository of information and independent advice to facilitate informed decision-making among consumers, while also addressing the necessity for regulatory protections in the marketplace.
