Bismarck Public School System Demand Response Case Study

This case study details the participation of the Bismarck Public School System (BPS) in the Demand Response Resources program, facilitated by CPower and Montana-Dakota Utilities. The program allows BPS to flexibly manage electricity usage during peak demand periods, earning revenue that can be reinvested into school operations. BPS has enrolled 15 facilities, including elementary, middle, and high schools, into the program. A predetermined curtailment plan enables the district to reduce energy consumption without disrupting classroom activities. The case study outlines how BPS has managed to implement load reductions with minimal operational disruption, particularly during summer and winter when building usage aligns with curtailment opportunities. The revenue generated supports operational improvements, such as HVAC upgrades, enhancing efficiency and comfort. The findings illustrate how public institutions can contribute to grid reliability while benefiting financially, positioning BPS as a model for other schools and communities in energy management.
