Spectrum Monitoring and Management at the Rio Summer Olympics

This technical report outlines the spectrum monitoring and management strategies employed by the Brazilian National Telecoms Agency (Anatel) during the Rio Summer Olympics. The event posed significant challenges due to the high demand for spectrum from 25,000 media personnel, 15,600 athletes, and 1.2 million spectators, alongside a global audience of 2.5 billion. Anatel initiated an open tender for 152 fixed location monitoring stations to address these demands, requiring solutions that adhered to ISO standards and ITU guidelines. The report details the deployment of the RFeye receiver, a high-performance spectrum sensor, which facilitated real-time monitoring and geolocation of RF sources. The RFeye system enabled Anatel to detect and resolve only 55 spectrum incidents during the event, demonstrating effective spectrum management. Post-event, Anatel continued utilizing the RFeye system for ongoing spectrum tasks, ensuring long-term operational efficiency and addressing challenges related to spectrum usage.
