Sovereign AI Collaboration for Public Services Use Case

This document is a case study detailing the implementation of an on-premise collaboration platform by a large public administration in North Rhine-Westphalia, which employs around 12,000 individuals. The organization faced significant challenges due to strict GDPR and security requirements, which prevented the transfer of sensitive citizen data and internal communications to public cloud environments. The implemented solution includes Rocket.Chat for chat and telephony integration and Pexip for video conferencing, enhanced by a privacy-first AI approach. This approach allows for local deployment of large language models (LLMs) via standard APIs, ensuring that all communication, AI processing, and data storage remain under the organization's control. The administration achieved full digital sovereignty, ensuring GDPR compliance and maximum security, while providing modern collaboration tools and trustworthy AI support to employees. The solution enables the organization to scale secure digital services across departments without compromising data protection.
