This position paper outlines the challenges faced during Business Intelligence (BI) modernization, particularly at the user layer. It documents seven patterns that hinder successful user adoption of new BI platforms, despite the technical migration being completed. The paper explains that users often remain reliant on the old platform due to the lack of content continuity, governance transfer, and institutional knowledge preservation in the new environment. It discusses how traditional migration approaches, such as parallel platform operation and forced decommission deadlines, fail to address the root causes of user resistance. The paper proposes a framework with five conditions necessary for effective modernization, emphasizing the importance of a unified access layer that allows users to seamlessly navigate both old and new content. Additionally, it stresses the need for measurable adoption metrics rather than merely focusing on technical migration completion. The insights presented aim to bridge the gap between platform modernization and user adoption, ensuring that BI modernization delivers its intended value.
