This case study details the modernization and migration efforts of the U.S. Department of Health and Human Services Office of Inspector General (HHS OIG) to a cloud-based infrastructure. Faced with high operational costs and inefficiencies, HHS OIG engaged DMI and AWS to transition to a hybrid-cloud environment. The study outlines the challenges, including systemic technical deficiencies, security vulnerabilities, and delays in the Authority to Operate (ATO) process. DMI implemented Agile development practices and DevSecOps methodologies, significantly enhancing operational efficiency and reducing costs. The migration utilized AWS services for application and database migration, resulting in a 33% reduction in monthly IT operations costs. The case study also highlights the successful onboarding of over 50 applications and the establishment of a continuous delivery-as-a-service platform, enabling faster and more secure code releases. Overall, HHS OIG is now better equipped to meet constituent demands and advance its mission effectively.
