This report is a comprehensive analysis of the impacts of zero-emission medium- and heavy-duty trucks on the environment, public health, industry, and the economy in Pennsylvania. Commissioned by the Natural Resources Defense Council and the Union of Concerned Scientists, the report evaluates state-level requirements aimed at increasing the sales of no- and low-emission trucks and buses. It details the current Pennsylvania medium- and heavy-duty vehicle fleet, which includes approximately 799,072 vehicles responsible for significant greenhouse gas emissions and air pollutants. The report outlines two Clean Truck policy scenarios, projecting substantial net societal benefits, including reduced emissions and improved public health outcomes. The analysis estimates that adopting California's Advanced Clean Truck rule could yield cumulative net societal benefits of $25 billion by 2050, while a more aggressive policy scenario could increase benefits to over $35.2 billion. The findings emphasize the importance of targeted policies to mitigate emissions and improve health outcomes in vulnerable communities.
