Ukraine Public Investment Management Reform Framework

This document is a guide detailing the Public Investment Management (PIM) reform framework in Ukraine, developed in response to ongoing challenges, including the impact of Russia's war. It outlines a roadmap for PIM reform, which includes an action plan adopted in June 2024, featuring 72 specific actions aimed at enhancing the regulatory framework, institutional capacity, strategic planning, and PIM methodology. The document describes the key implementation bodies involved, such as the Ministry of Finance, Ministry of Economy, and Ministry of Development. It also elaborates on the PIM methodology, which consists of six stages designed to ensure that public investments align with national objectives and are systematically evaluated for strategic impact.
