Integrated Billing and Settlement System for ATM Consortium

This document is a technical report detailing the Integrated Billing and Settlement System designed for a national ATM/EFT consortium in the Philippines. The consortium comprises over 160 member banks and 400 billers, facilitating electronic payments through a network of more than 22,000 ATMs and 400,000 POS terminals. The report outlines the consortium's need for a new business support system to automate settlement, billing, and fee income distribution, addressing challenges such as lack of integration and scalability. The proposed solution includes a browser-based centralized hub that enhances operational visibility and partner interaction. Key features of the system include support for various transaction types, configurable fee management, and multiple settlement cycles. The report also highlights the system's capability to process millions of transactions daily and its compliance with PA-DSS and OWASP standards for risk mitigation. Overall, the implementation aims to improve efficiency, member trust, and transaction volumes within the network.
