Ranking Countries' Strategic Trade Control Systems Evaluation

This document is a technical report evaluating the 2023/2024 edition of the Peddling Peril Index (PPI), which ranks countries based on their strategic trade controls. The report presents key results from the PPI, which assesses qualitative and quantitative data across five key areas: International Commitment, Legislation, Ability to Monitor and Detect Strategic Trade, Ability to Prevent Proliferation Financing, and Adequacy of Enforcement. The report discusses the methodology behind the PPI, detailing the criteria used to rank 200 countries and the scoring system employed. It also documents trends in the data, highlighting improvements and setbacks in strategic trade control systems across different countries from the previous PPI edition. Furthermore, the report addresses the need for a minimal international standard for strategic trade control systems, particularly for countries that are developing nuclear capabilities. The PPI serves as a tool for identifying strengths and weaknesses in countries' trade control systems, aiding in the development of effective nonproliferation measures.
