This report details the challenges and solutions implemented by Ohio Medicaid to enhance its claims processing system. Ohio Medicaid faced significant inefficiencies due to a legacy system that complicated Managed Care Organization (MCO) encounter submissions, resulting in data gaps and reporting challenges. The average project timeline was nine months, which hindered innovation and responsiveness. To address these issues, Ohio adopted the Gainwell Enterprise Claims, Encounters, and Financials (CEF) solution, which introduced a modular and scalable approach. A notable feature was the 'one-front-door' claims clearinghouse that improved transparency and control over provider claims. The solution automated workflows, reducing manual claims editing and aligning T-MSIS reporting with the claims engine to ensure compliance with federal standards. Key functionalities included end-to-end claims processing, configurable automated workflows, and compliance-driven reporting. The implementation of Gainwell Enterprise CEF resulted in improved operational efficiency, accuracy, and compliance for Ohio Medicaid, maintaining high T-MSIS data quality throughout the transition.
