This case study details the IRS's implementation of SEER-IT to modernize its IT processes. Faced with challenges in accurately estimating resources for software and IT development, the IRS sought a parametric modeling tool to enhance productivity without increasing personnel. The IRS had previously relied on Excel spreadsheets for project estimation, which resulted in cost and scheduling overruns. After evaluating available software, the IRS selected SEER products from Galorath Incorporated. Galorath consultants collaborated with the IRS to analyze business processes and historical data, proposing the use of SEER for Software and SEER for IT. Over the course of a year, they helped the IRS establish a database of historical projects, train employees on the software, and develop a comprehensive estimation process. The implementation led to a significant increase in the number of projects being estimated, providing IRS management with a portfolio view of projects and enabling better decision-making.
