This case study outlines the challenges faced by a national civil defense organization in Southeast Asia regarding disaster management and response coordination. The agency oversees a vast operational area of over 20,000 km², serving a community of more than 5 million people. The primary issue identified was the lack of a common communication channel among diverse response teams, which led to slow response times and difficulties in delivering aid during disasters such as earthquakes and floods. To address these challenges, the agency implemented the Smart CAD solution across 1,235 local centers and 60 control rooms, enhancing coordination among police, firefighters, and emergency medical teams. The deployment included equipping over 8,000 responders with mobile applications designed for crisis management, facilitating navigation, status updates, and access to crucial information. Additionally, Tactical AVL software was integrated to provide real-time tracking of unit locations and movements, significantly improving operational awareness and response times.
