This case study outlines the modernization efforts undertaken by a large state transportation agency to enhance their right-of-way management processes. The agency engaged Guidehouse to develop a new framework aimed at managing the identification, acquisition, and oversight of significant real property assets. The legacy system was inadequate, leading to inefficiencies and risks of delays in a multi-year construction project. Guidehouse collaborated with various stakeholders to identify requirements and designed a low-code solution using Salesforce to streamline workflows and improve reporting capabilities. The resulting tool includes features for parcel tracking, milestone assignments, contract management, and workflow automation. Additionally, the project involved data migration from the legacy system and change management activities to facilitate user adoption. The modernization initiative has enabled the agency to better track parcels and automate processes, ultimately improving project timelines and reducing costs. Following the successful implementation, Guidehouse has been retained for further enhancements to the system.
