This case study outlines the development of an HCM Technology Strategy and business case for a city in Ontario, Canada, which serves a population of over 170,000 residents and employs between 21,000 and 25,000 people. The project began with a discovery phase that involved surveying over 200 stakeholders to gather baseline requirements for the city’s future state service delivery model. The existing PeopleSoft system was identified as inadequate for Core HR, Benefits, and Payroll. The strategy aimed to implement a single system to support all HR processes, excluding learning management. The second phase involved creating a detailed business case, including cost analysis across various categories. The outcome included comprehensive requirements documentation, a marketplace assessment of potential vendors, and a business case presentation to the City Council, which highlighted substantial projected cost savings and reduced risks associated with outdated processes. Approval for the new technology was subsequently obtained, leading to the next steps in HCM system evaluation and selection.
