This report examines how the digital advertising industry is adapting to the privacy-by-design ecosystem, highlighting significant organizational changes in response to data privacy challenges. The study indicates that the industry has recognized the permanence of these challenges, leading to the hiring of experts, staff training, and the formation of specialized teams. Companies are revising their advertising strategies to align with a privacy-first approach, which has resulted in a shift from deterministic to AI-based probabilistic techniques. The report notes that advertising budgets are increasingly directed towards channels that rely less on third-party data, such as connected TV and retail media, while emphasizing the use of first-party data for personalization. However, the lack of interoperability among these platforms complicates the assessment of marketing effectiveness. The analysis is based on surveys and interviews with over 500 decision-makers in the U.S. advertising and data sectors, conducted by IAB and BWG Strategy between November 2023 and February 2024.
