Performance and Impact Evaluation Terms of Reference

This document is a Terms of Reference (ToR) for a summative evaluation conducted by iMMAP Inc. The evaluation aims to assess the performance and impact of the project providing information management support to Ukraine Crisis Response Clusters. The document outlines the evaluation's purpose, which includes generating lessons learned and recommendations to improve future planning and interventions. It details the project's background, including the humanitarian context in Ukraine following the military offensive that began in February 2022. The evaluation will focus on two key areas: the effectiveness and efficiency of the support provided to the clusters and the relevance of the capacity-building component.
