Performance and Impact Evaluation Terms of Reference

This document is a Terms of Reference (ToRs) for a performance and impact evaluation conducted by iMMAP Inc. The evaluation aims to assess the effectiveness and impact of the project providing information management support to Ukraine Crisis Response Clusters. It seeks to generate lessons learned and recommendations to enhance future planning and interventions. The evaluation will focus on two key areas: the effectiveness, efficiency, and relevance of the support provided to the clusters and their partners, and the relevance of the capacity-building component. The document outlines the background of the project, including the humanitarian context in Ukraine, and details the specific objectives and methodologies of the evaluation process. It also describes the evaluation timeline, deliverables, and the composition of the evaluation team, which includes external expert evaluators with relevant experience in humanitarian settings. The findings will be disseminated to key stakeholders involved in the humanitarian response in Ukraine.
