This case study details the strategic market expansion efforts of a regional health plan facing competition from a major statewide insurer. The health plan, jointly owned by two hospitals, had previously focused on Medicare Advantage and lacked experience in commercial products. To address the impending competition, the organization engaged Impact Advisors to assess the feasibility of launching a commercial health plan. The objective was to develop a comprehensive business case and product concepts for Board consideration. The approach included a competitive market assessment, a detailed financial analysis, and an outline of regulatory requirements. Collaboration was emphasized throughout the project, with intensive workshops facilitating stakeholder engagement and decision-making. The analysis indicated that while immediate financial benefits from the commercial product might be limited, it was essential for protecting revenue streams from competitive threats. The implementation of the commercial health plan was projected to significantly reduce potential revenue losses for the hospitals.
