This case study outlines the implementation of a Multi-Tenant Biometric ID platform in the Republic of Congo aimed at transforming healthcare services. The initiative was driven by the need for a secure and efficient identity verification system to support a universal health insurance scheme. The existing national identification system lacked the necessary interoperability and speed for healthcare applications, prompting the development of a new biometric system. The Multi-Tenant Automated Biometric Identification System (ABIS) allows for real-time identity verification at service points, thereby reducing fraud and duplicate records. It supports both fingerprint and facial recognition, enabling multiple agencies to share a centralized biometric database while maintaining operational independence. The deployment began with specific groups, including pensioners, and aims to enroll up to 3.5 million individuals. The system is designed to optimize IT costs and improve access to services, particularly in remote areas, while ensuring that only eligible individuals receive healthcare services.
