This technical report introduces a novel swarm-based metaheuristic called the Iteration-Controlled Mixture Optimizer (ICMO), aimed at optimizing power systems. The report begins by discussing the limitations of existing metaheuristics, particularly in the context of the no-free-lunch (NFL) theorem, which suggests that no single metaheuristic excels in all scenarios. ICMO is designed to address these limitations by employing three directed searches that utilize mixtures of entities to construct references for optimization. The report details the formal model of ICMO, including its fundamental concepts, pseudocode, and mathematical formulations. It also presents a performance assessment of ICMO against five other recent swarm-based metaheuristics in solving 23 mathematical functions and the economic load dispatch (ELD) problem in the Java-Bali electricity system. The results indicate that ICMO outperforms its competitors in several functions, demonstrating its potential for practical applications in power system optimization.
