Evolution of INCOSE Certification Program as a System of Systems

This technical report discusses the evolution of the International Council on Systems Engineering (INCOSE) Certification Program, highlighting its transformation from a subsystem to a System of Systems (SoS). Initially, the program operated with limited external involvement, primarily relying on internal capabilities based on the INCOSE Systems Engineering Handbook. Over time, the program outsourced many functions to independent agencies, including universities and exam providers, to enhance flexibility and simplify operations. The report outlines the characteristics and challenges faced by the certification program as a SoS, detailing the types of SoS applicable to the program and the change management processes involved. It also examines the objectives and capabilities necessary for the certification program to function effectively, including the establishment of certification requirements, assessment methods, and tracking of applicants. Furthermore, the report presents a case study that illustrates the application of SoS concepts to the certification process, emphasizing the unique aspects of managing a process-oriented SoS without significant hardware or software components.
