Advancing Disability Inclusion through ILO Projects

This technical report synthesizes insights from 220 evaluation reports regarding the International Labour Organization's (ILO) efforts to promote disability inclusion through development cooperation projects from 2019 to 2024. The report outlines key findings that emphasize the importance of inclusive design from the outset of projects, which can significantly enhance outcomes and foster policy-level impacts. It discusses the role of strategic partnerships among governments, social partners, and Disabled Persons' Organizations in amplifying the effectiveness of these initiatives. The report also highlights the necessity of adaptive implementation strategies to ensure accessibility, particularly in response to challenges such as the COVID-19 pandemic. Furthermore, it stresses the importance of challenging stigma and shifting societal attitudes to unlock opportunities for persons with disabilities. The insights aim to guide ILO practitioners and stakeholders in designing resilient projects that embed disability inclusion as a core component of sustainable development.
