This technical report synthesizes insights from 220 evaluation reports regarding the International Labour Organization's (ILO) efforts to promote disability inclusion through development cooperation projects from 2019 to 2024. The report outlines key findings that emphasize the importance of inclusive design from the outset of projects, which can significantly enhance outcomes and foster policy-level impacts. It discusses the role of strategic partnerships among governments, social partners, and Disabled Persons' Organizations in amplifying the effectiveness of these initiatives. The report also highlights the necessity of adaptive implementation strategies to ensure accessibility, particularly in response to challenges such as the COVID-19 pandemic.
