Analytical Framework for National Lifelong Learning Systems

This document is a guide designed for policymakers focused on implementing lifelong learning as a skills strategy. It serves as the first part of a two-part handbook, reviewing the policy framework for lifelong learning and providing an assessment toolkit for lifelong learning policies and systems. The framework adopts a practitioner’s perspective, explaining the concept of lifelong learning policy and examining various international implementations while identifying critical factors that influence policy design. It integrates the skills strategy pillars advocated by the International Labour Organization (ILO), which highlight the essential role of skills within a lifelong learning framework. The document outlines how lifelong learning contributes to socio-economic well-being, decent work, inclusivity, and sustainability. The framework consists of seven sections, starting with the significance of lifelong learning in addressing evolving work-skills dynamics and social challenges, while also emphasizing the importance of governance, stakeholder involvement, and effective coordination in achieving lifelong learning impact.
