IMO Member State Audit Scheme Consolidated Audit Summary Report

This document is the seventh Consolidated Audit Summary Report (CASR) prepared in accordance with the Procedures for the IMO Member State Audit. It contains lessons learned from nine audits, including six completed in 2022 and three in 2023. The CASR aims to facilitate the attainment of specific objectives of the Audit Scheme by reflecting findings and observations from the audits, along with summaries of root causes identified by each audited State and the corrective actions proposed. The report categorizes findings into general observations, flag State activities, coastal State activities, port State activities, and best practices. It highlights areas where States have encountered difficulties in implementing mandatory IMO instruments and shares best practices to enhance compliance. The report also outlines corrective actions to be taken by States to improve their legislative processes and resource allocation, with a completion deadline of June 30, 2025, for specific actions.
