Study on the Implementation of the Ship Energy Efficiency Management Plan

This document is a technical report detailing a study on the implementation of the Ship Energy Efficiency Management Plan (SEEMP) framework. Conducted by the World Maritime University (WMU) and funded through the Future Fuels and Technology project, the study aims to inform the review of short-term measures for energy efficiency in shipping. The SEEMP framework has evolved since its introduction in 2013, with significant updates in 2016 and 2021, which include guidelines for fuel oil consumption data collection and operational carbon intensity plans. The report outlines the methodology used in the study, which includes a literature review, online surveys, and interviews with stakeholders. It emphasizes that the findings represent the views of the authors and participants rather than the International Maritime Organization (IMO). The report serves as a basis for evidence-based decisions by the Marine Environment Protection Committee (MEPC) regarding future revisions of the SEEMP framework.
