This report examines the impact of government and regulatory changes on healthcare delivery organizations (HDOs) as they navigate financial challenges and uncertainty. The research, based on a survey of decision-makers at 169 HDOs, reveals that many organizations are struggling to recover financially to pre-COVID margins due to narrow margins, staffing shortages, and rising costs. The report outlines how payment reforms are prompting HDOs to implement contingency plans, with 86% having multiple strategies in place, including scaling back services and restructuring their workforce. Additionally, it discusses the shift in budget allocations, with 75% of HDOs not anticipating cuts to IT spending but instead prioritizing partnerships and tools that offer quick returns on investment. The report highlights a growing reliance on AI and digital tools to alleviate administrative burdens, despite many organizations still being in pilot phases. Overall, the findings indicate that HDOs are adapting to a rapidly changing regulatory environment while facing significant financial pressures.
