Local Evaluation and Evidence Support Effort Overview

This document is a guide detailing the Local Evaluation and Evidence Support (LEES) Effort funded by USAID. The LEES initiative spans four years, from October 1, 2023, to September 30, 2025, with option years extending to September 1, 2027. The primary objective of LEES is to provide technical and advisory services to local organizations, enhancing their capabilities in conducting evaluations and generating evidence. The guide outlines the phases of engagement, which include a pre-engagement phase, capacity strengthening, and ecosystem strengthening activities. It describes the service offerings, such as conducting stakeholder consultations, capacity building for local organizations, and strengthening the evidence ecosystem. Additionally, it introduces the Pre-Investment Capacity and Knowledge Scorecard (PICKS) tool for assessing organizational strengths. The document also highlights the training modules available and the mentorship support provided to local organizations awarded USAID contracts, emphasizing knowledge sharing and community building within the evidence generation ecosystem.
