Localization Considerations in International Development

This technical report presents a qualitative study focusing on localization considerations within the context of the USAID/Mexico Multi-Stakeholder Strengthening Activity (MSA). The study aims to distill lessons learned regarding the challenges associated with localization by analyzing the unique collaborative model employed during the MSA's implementation. The report outlines the roles of various stakeholders, including USAID, Mexican resource partners, and local organizations, emphasizing the importance of early engagement, communication, and flexibility in project design and execution. Findings indicate that administrative inflexibility and power dynamics can hinder effective collaboration, while clear communication is vital for successful project outcomes. Recommendations are provided to enhance future localization efforts, such as investing in upfront work, embracing flexibility in donor requirements, and reimagining the roles of prime implementers. The study contributes to understanding how to promote localization in international development and the challenges faced by national organizations in taking ownership of projects.
