Monitoring and Measurement in Humanitarian Food Aid

This document is a technical report detailing the implementation and outcomes of the USAID Ethiopia Resilience Learning Activity (RLA) from 2022 to early 2025. RLA aimed to enhance accountability, measurement, and coordination of humanitarian food assistance and resilience-building investments in Ethiopia. The report outlines the critical role of RLA in providing monitoring and evaluation support to U.S. government-funded projects, ensuring data quality, and defining key indicators for assessing impact. It describes the development of the Food Systems Resilience Measurement Tool, which categorized food assistance programs and established monitoring indicators. The report also highlights the significance of coordinated humanitarian aid efforts, particularly in response to ongoing crises in the Horn of Africa. Following RLA's termination in early 2025, the report emphasizes the operational gaps and risks that arise from the absence of robust monitoring and evaluation systems in ongoing food aid projects. It concludes with reflections on the importance of continuing efforts to measure and enhance the effectiveness of such interventions.
