This document is a technical report detailing the development of a common learning agenda and measurement framework for the USAID Ethiopia Resilience Learning Activity (RLA). The RLA aims to enhance the culture of learning and evidence generation among USAID staff and implementing partners from 2022 to 2027. The report outlines the challenges faced in managing and interpreting vast amounts of resilience data and emphasizes the need for a cohesive approach. It describes a four-step process undertaken from February to June 2023, which includes aggregation of existing knowledge, participatory engagement with stakeholders, elaboration of a conceptual framework, and validation of the learning agenda. The report highlights the engagement of over 150 resilience stakeholders and the prioritization of five learning spaces that focus on critical areas such as measurement effectiveness and private sector-led economic growth. The final learning agenda consists of 21 prioritized questions aimed at guiding resilience-building efforts.
