This technical report presents the findings of an impact assessment conducted by LY Corporation on consultation services utilizing LINE, a messaging platform, implemented by local governments in Japan. The assessment employs the Social Return on Investment (SROI) methodology to quantify the social value generated by these services. The study involved 20 specific consultation services aimed at addressing various social issues, such as bullying, child abuse, and mental health support. The results indicate that the benefits derived from these services are 1.89 times greater than the associated costs, highlighting their efficiency and effectiveness. The report outlines the assessment's methodology, including the selection criteria for the services evaluated and the major indicators used to measure outcomes. It also discusses the significance of using LINE as a tool for consultation, particularly for children and youths, and emphasizes the potential for improved policy-making through evidence-based approaches.
