Sustainable Road Management Fines Preservation Program

This case study outlines the implementation of a fines preservation program by the Public Works Department (PWD) in Georgia, aimed at addressing challenges related to maintaining unpaved residential and collector roads. The program utilized EnviroKleen®, a non-chloride synthetic binder, to achieve long-term dust suppression and fines retention. Prior to this initiative, traditional dust control methods, such as calcium chloride treatments, were inconsistent and led to resident complaints and environmental concerns. The program resulted in a sustained dust reduction exceeding 85%, with nearly unanimous positive feedback from residents regarding air quality and road conditions. The PWD developed an individual application program for each road and established a Guided Self Apply Program, which included training for PWD staff on the application process. Ongoing performance monitoring confirmed the program's effectiveness, demonstrating significant improvements in dust suppression and overall road quality. The initiative sets a foundation for future expansion of fines preservation efforts.
