Critical Infrastructure Resilience through Public-Private Partnerships

This technical report discusses the significance of public-private partnerships (PPPs) in enhancing the resilience of critical infrastructure as outlined in the 2023 National Intelligence Strategy (NIS). It emphasizes the role of the Intelligence Community (IC) in protecting the nation's critical infrastructure through improved information sharing and collaboration with the private sector. The report details the need for an integrated shared operational environment to effectively address the evolving threat landscape posed by cyber adversaries. It outlines historical initiatives that have shaped current PPPs, including Presidential Directive/PDD-63 and the Protected Critical Infrastructure Information (PCII) program. The report identifies persistent challenges faced by PPPs, such as unidirectionality of information flow, slow feedback loops, information siloing, and the inability to scale. It advocates for policy changes and the establishment of standardized technical requirements to enhance transparency and effectiveness in information exchanges between the IC and critical infrastructure operators.
